Context of Numbers 30:13
11and her husband hears about it, says nothing to her, and does not prohibit her, all her vows are binding, and every obligation she put herself under is binding. 12But if her husband cancels them on the day he hears about it, nothing that came from her lips, whether her vows or her obligation, is binding. Her husband has canceled them, and the Lord will release her. Her husband may confirm or cancel any vow or any sworn obligation to deny herself. 14If her husband says nothing at all to her from day to day, he confirms all her vows and obligations, which are binding. He has confirmed them because he said nothing to her when he heard about them. 15But if he cancels them after he hears about them, he will be responsible for her commitment.”

Commentaries on Numbers 30:13
- Matthew Henry Concise Commentary · v. 3-16Verses 3-16 Two cases of vows are determined. The case of a daughter in her father's house. When her vow comes to his knowledge, it is in his power either to confirm it or do it away. The law is plain in the case of a wife. If her husband allows her vow, though only by silence, it stands. If he disallows it, her obligation to her husband takes place of it; for to him she ought to be in subjection, as unto the Lord. The Divine law consults the good order…Read the comment
- Tyndale Open Study Notes · v. 10-15A married woman needed her husband's approval to make vows and pledges. Her husband could cancel her religious promise. But he had to decide on the day he heard about it. God did not blame the married woman for breaking the promise if her husband canceled it correctly (compare 30:5, 8, 12). The self-denial mentioned in 30:13 probably refers to fasting. If he did not object, the husband's silence meant he agreed. He could not delay his objection, or he…Read the comment

This is the thing which the Lord hath commanded--The subject of this chapter relates to vowing, which seems to have been an ancient usage, allowed by the law to remain, and by which some people declared their intention of offering some gift on the altar or abstaining from particular articles of meat or drink, of observing a private fast, or doing something to the honor or in the service of God, over and above what was authoritatively required.
