Context of Numbers 30:13
11and her husband heard it, but said nothing to her and did not disapprove of her [making the vow], then all her vows and every pledge by which she bound herself shall stand. 12But if her husband absolutely annuls them on the day he heard them, then whatever proceeds from her lips concerning her vows or concerning her pledge shall not stand. Her husband has annulled them, and the Lord will forgive her. “Every vow and every binding oath to humble herself, her husband may confirm it or her husband may annul it. 14But if her husband says nothing to her [concerning the matter] from day to day, then he confirms all her vows or all her pledges which are on her. He has confirmed them because he said nothing to her on the day he heard them. 15But if he indeed nullifies them after he hears of them, then he shall be responsible for and bear her guilt [for breaking her promise].”

- Matthew Henry Concise Commentary · v. 3-16Verses 3-16 Two cases of vows are determined. The case of a daughter in her father's house. When her vow comes to his knowledge, it is in his power either to confirm it or do it away. The law is plain in the case of a wife. If her husband allows her vow, though only by silence, it stands. If he disallows it, her obligation to her husband takes place of it; for to him she ought to be in subjection, as unto the Lord. The Divine law consults the good order…Read the comment
- Tyndale Open Study Notes · v. 10-15A married woman needed her husband's approval to make vows and pledges. Her husband could cancel her religious promise. But he had to decide on the day he heard about it. God did not blame the married woman for breaking the promise if her husband canceled it correctly (compare 30:5, 8, 12). The self-denial mentioned in 30:13 probably refers to fasting. If he did not object, the husband's silence meant he agreed. He could not delay his objection, or he…Read the comment
