Context of Numbers 30:13
11If her husband hears about it but he does not say anything, she must do everything that she has promised. 12But her husband may say clearly that she must not do it. Then she must obey him. The Lord will understand why she does not do it. The husband may let his wife do what she promised to do, or he may refuse. 14If the husband does not say anything for many days about the promise, the woman must do what she promised. 15The husband may wait for many days after he hears about his wife's promise. If he then refuses to let her do what she promised, he will be guilty. God will punish him instead of his wife.’

Commentaries on Numbers 30:13
- Matthew Henry Concise Commentary · v. 3-16Verses 3-16 Two cases of vows are determined. The case of a daughter in her father's house. When her vow comes to his knowledge, it is in his power either to confirm it or do it away. The law is plain in the case of a wife. If her husband allows her vow, though only by silence, it stands. If he disallows it, her obligation to her husband takes place of it; for to him she ought to be in subjection, as unto the Lord. The Divine law consults the good order…Read the comment
- Tyndale Open Study Notes · v. 10-15A married woman needed her husband's approval to make vows and pledges. Her husband could cancel her religious promise. But he had to decide on the day he heard about it. God did not blame the married woman for breaking the promise if her husband canceled it correctly (compare 30:5, 8, 12). The self-denial mentioned in 30:13 probably refers to fasting. If he did not object, the husband's silence meant he agreed. He could not delay his objection, or he…Read the comment

This is the thing which the Lord hath commanded--The subject of this chapter relates to vowing, which seems to have been an ancient usage, allowed by the law to remain, and by which some people declared their intention of offering some gift on the altar or abstaining from particular articles of meat or drink, of observing a private fast, or doing something to the honor or in the service of God, over and above what was authoritatively required.
