Context of Judges 3:9
7The Israelites did what was evil in the Lord’s sight; they forgot the Lord their God and worshiped the Baals and the Asherahs. 8The Lord’s anger burned against Israel, and he sold them to King Cushan-rishathaim of Aram-naharaim, and the Israelites served him eight years. The Israelites cried out to the Lord. So the Lord raised up Othniel son of Kenaz, Caleb’s youngest brother, as a deliverer to save the Israelites. 10The Spirit of the Lord came on him, and he judged Israel. Othniel went out to battle, and the Lord handed over King Cushan-rishathaim of Aram to him, so that Othniel overpowered him. 11Then the land had peace for forty years, and Othniel son of Kenaz died.

- Adam Clarke Bible Commentary · v. 9Raised up - Othniel, the son of Kenaz - This noble Hebrew was of the tribe of Judah, and nephew and son-in-law to Caleb, whose praise stands without abatement in the sacred records. Othniel had already signalized his valor in taking Kirjath-sepher, which appears to have been a very hazardous exploit. By his natural valor, experience in war, and the peculiar influence of the Divine Spirit, he was well qualified to inspire his countrymen with courage, and…Read the comment

- Matthew Henry Concise Commentary · v. 8-11Verses 8-11 The first judge was Othniel: even in Joshua's time Othniel began to be famous. Soon after Israel's settlement in Canaan their purity began to be corrupted, and their peace disturbed. But affliction makes those cry to God who before would scarcely speak to him. God returned in mercy to them for their deliverance. The Spirit of the Lord came upon Othniel. The Spirit of wisdom and courage to qualify him for the service, and the Spirit of power to…Read the comment
- Tyndale Open Study Notes · v. 7-11The story of Othniel is a typical example of the cycles in Judges. People did wrong, often worshipping Baal and Asherah (see study notes on Judges 2:11–13; 6:25–32). This angered the Lord and led to foreign oppression. The people's cries moved God to show compassion and send a rescuer-judge through his spirit. The rescuer stopped the oppression, and the land experienced peace before the cycle repeated. Othniel represents an ideal judge.Read the comment
