Context of Exodus 16:13
11The Lord spoke to Moses, 12“I have heard the complaints of the Israelites. Tell them: At twilight you will eat meat, and in the morning you will eat bread until you are full. Then you will know that I am the Lord your God.” So at evening quail came and covered the camp. In the morning there was a layer of dew all around the camp. 14When the layer of dew evaporated, there were fine flakes on the desert surface, as fine as frost on the ground. 15When the Israelites saw it, they asked one another, “What is it?” because they didn’t know what it was. Moses told them, “It is the bread the Lord has given you to eat.

- Adam Clarke Bible Commentary · v. 13At even the quails came - שלו selav, from שלה salah, to be quiet, easy, or secure; and hence the quail, from their remarkably living at ease and plenty among the corn. "An amazing number of these birds," says Hasselquist, Travels, p. 209, "come to Egypt at this time, (March), for in this month the wheat ripens. They conceal themselves among the corn, but the Egyptians know that they are thieves, and when they imagine the field to be full of them they…Read the comment

- Matthew Henry Concise Commentary · v. 13-21Verses 13-21 At evening the quails came up, and the people caught with ease as many as they needed. The manna came down in dew. They called it "Manna, Manhu," which means, "What is this?" "It is a portion; it is that which our God has allotted us, and we will take it, and be thankful." It was pleasant food; it was wholesome food. The manna was rained from heaven; it appeared, when the dew was gone, as a small round thing, as small as the hoar frost, like…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 13-3113-31. at even the quails came up, and covered the camp--This bird is of the gallinaceous kind [that is, relating to the order of heavy-bodied, largely terrestrial birds], resembling the red partridge, but not larger than the turtledove. They are found in certain seasons in the places through which the Israelites passed, being migratory birds, and they were probably brought to the camp by "a wind from the Lord" as on another occasion (Nu 11:31). and in…Read the comment
