Context of Exodus 16:13
11And the LORD spoke to Moses, saying, 12I have heard the murmurings of the children of Israel: speak to them, saying, At evening ye shall eat flesh, and in the morning ye shall be filled with bread; and ye shall know that I am the LORD your God. And it came to pass, that at evening the quails came up, and covered the camp: and in the morning the dew lay around the host. 14And when the dew that lay was gone up, behold, upon the face of the wilderness there lay a small round thing, as small as the hoar frost on the ground. 15And when the children of Israel saw it, they said one to another, It is manna: for they knew not what it was . And Moses said to them, This is the bread which the LORD hath given you to eat.

"An amazing number of these birds," says Hasselquist, Travels, p. 209, "come to Egypt at this time, (March), for in this month the wheat ripens. They conceal themselves among the corn, but the Egyptians know that they are thieves, and when they imagine the field to be full of them they…Read the comment
- Barnes’ Notes on the Bible · v. 13Quails - This bird migrates in immense numbers in spring from the south: it is nowhere more common than in the neighborhood of the Red Sea. In this passage we read of a single flight so dense that it covered the encampment. The miracle consisted in the precise time of the arrival and its coincidence with the announcement.Read the comment

It was pleasant food; it was wholesome food. The manna was rained from heaven; it appeared, when the dew was gone, as a small round thing, as small as the hoar frost, like…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 13-3113-31. at even the quails came up, and covered the camp--This bird is of the gallinaceous kind [that is, relating to the order of heavy-bodied, largely terrestrial birds], resembling the red partridge, but not larger than the turtledove. They are found in certain seasons in the places through which the Israelites passed, being migratory birds, and they were probably brought to the camp by "a wind from the Lord" as on another occasion (Nu 11:31). and in…Read the comment
