Context of Exodus 16:13
11And the Lord said to Moses, 12"I have heard the grumbling of the people of Israel. Say to them, 'At twilight you shall eat meat, and in the morning you shall be filled with bread. Then you shall know that I am the Lord your God.'" In the evening quail came up and covered the camp, and in the morning dew lay around the camp. 14And when the dew had gone up, there was on the face of the wilderness a fine, flake-like thing, fine as frost on the ground. 15When the people of Israel saw it, they said to one another, "What is it?" For they did not know what it was. And Moses said to them, "It is the bread that the Lord has given you to eat.

- Adam Clarke Bible Commentary · v. 13At even the quails came - שלו selav, from שלה salah, to be quiet, easy, or secure; and hence the quail, from their remarkably living at ease and plenty among the corn. "An amazing number of these birds," says Hasselquist, Travels, p. 209, "come to Egypt at this time, (March), for in this month the wheat ripens. They conceal themselves among the corn, but the Egyptians know that they are thieves, and when they imagine the field to be full of them they…Read the comment

- Matthew Henry Concise Commentary · v. 13-21Verses 13-21 At evening the quails came up, and the people caught with ease as many as they needed. The manna came down in dew. They called it "Manna, Manhu," which means, "What is this?" "It is a portion; it is that which our God has allotted us, and we will take it, and be thankful." It was pleasant food; it was wholesome food. The manna was rained from heaven; it appeared, when the dew was gone, as a small round thing, as small as the hoar frost, like…Read the comment

They are found in certain seasons in the places through which the Israelites passed, being migratory birds, and they were probably brought to the camp by "a wind from the Lord" as on another occasion (Nu 11:31). and in…Read the comment
