Context of Daniel 9:23
21while I was praying, Gabriel, the man I had seen in the first vision, reached me in my extreme weariness, about the time of the evening offering. 22He gave me this explanation: “Daniel, I’ve come now to give you understanding. At the beginning of your petitions an answer went out, and I have come to give it, for you are treasured by God. So consider the message and understand the vision: 24Seventy weeks are decreed about your people and your holy city — to bring the rebellion to an end, to put a stop to sin, to atone for iniquity, to bring in everlasting righteousness, to seal up vision and prophecy, and to anoint the most holy place. 25Know and understand this: From the issuing of the decree to restore and rebuild Jerusalem until an Anointed One, the ruler, will be seven weeks and sixty-two weeks. It will be rebuilt with a plaza and a moat, but in difficult times.

- Barnes’ Notes on the Bible · v. 23At the beginning of thy supplications - We are not informed at what time Daniel began to pray, but as remarked above, it is most natural to suppose that he devoted the day to prayer, and had commenced these solemn acts of devotion in the morning. The commandment came forth - Margin, “word.” That is, the word of God. This evidently means, in heaven; and the idea is, that as soon as he began to pray a command was issued from God to Gabriel that he should…Read the comment
- Matthew Henry Concise Commentary · v. 20-27Verses 20-27 An answer was immediately sent to Daniel's prayer, and it is a very memorable one. We cannot now expect that God should send answers to our prayers by angels, but if we pray with fervency for that which God has promised, we may by faith take the promise as an immediate answer to the prayer; for He is faithful that has promised. Daniel had a far greater and more glorious redemption discovered to him, which God would work out for his church in…Read the comment
