Context of Acts 2:3
1When the day of Pentecost had arrived, they were all together in one place. 2Suddenly a sound like that of a violent rushing wind came from heaven, and it filled the whole house where they were staying. They saw tongues like flames of fire that separated and rested on each one of them. 4Then they were all filled with the Holy Spirit and began to speak in different tongues, as the Spirit enabled them. 5Now there were Jews staying in Jerusalem, devout people from every nation under heaven.

- Adam Clarke Bible Commentary · v. 3Cloven tongues like as of fire - The tongues were the emblem of the languages they were to speak. The cloven tongues pointed out the diversity of those languages; and the fire seemed to intimate that the whole would be a spiritual gift, and be the means of bringing light and life to the souls who should hear them preach the everlasting Gospel in those languages.
