Context of 1 Corinthians 14:24
22Speaking in tongues, then, is intended as a sign, not for believers but for unbelievers, while prophecy is not for unbelievers but for believers. 23If, therefore, the whole church assembles together and all are speaking in tongues and people who are outsiders or unbelievers come in, will they not say that you are out of your minds? But if all are prophesying and some unbeliever or outsider comes in, he is convicted by all and is called to account by all. 25The secrets of his heart will be revealed, and as a result he will fall facedown and worship God, proclaiming, “God is really among you.” 26What then, brothers and sisters? Whenever you come together, each one has a hymn, a teaching, a revelation, a tongue, or an interpretation. Everything is to be done for building up.

- Matthew Henry Concise Commentary · v. 15-25Verses 15-25 There can be no assent to prayers that are not understood. Christians should be like children, void of guile and malice; yet they should not be unskilful as to the word of righteousness, but only as…Read the comment
- Tyndale Open Study Notes · v. 21-25Paul used this quotation from Isaiah 28:11–12 to show that speaking in tongues is a sign for unbelievers, not believers. However, in 1 Corinthians 14:23–25, Paul argues that unbelievers are more likely to be convinced by prophecy than by speaking in tongues. He emphasizes that, in public worship, prophecy is more useful than speaking in tongues.Read the comment
