Context of Psalms 68:7
5A father of the fatherless and a defender of widows is God in His holy habitation. 6God settles the lonely in families; He leads the prisoners out to prosperity, but the rebellious dwell in a sun-scorched land. O God, when You went out before Your people, when You marched through the wasteland, Selah 8the earth shook and the heavens poured down rain before God, the One on Sinai, before God, the God of Israel. 9You sent abundant rain, O God; You refreshed Your weary inheritance.

- Barnes’ Notes on the Bible · v. 7O God, when thou wentest forth before thy people - That is, in conducting them through the desert to the promised land. The statement in regard to the paternal character of God in the previous verses is here illustrated by his guiding his own people, when fleeing from a land of oppression, through the barren desert - and his interpositions there in their behalf.
