Context of Exodus 5:23
21“May the LORD look upon you and judge you,” the foremen said, “for you have made us a stench before Pharaoh and his officials; you have placed in their hand a sword to kill us!” 22So Moses returned to the LORD and asked, “Lord, why have You brought trouble upon this people? Is this why You sent me? Ever since I went to Pharaoh to speak in Your name, he has brought trouble on this people, and You have not delivered Your people in any way.”

- Adam Clarke Bible Commentary · v. 23He hath done evil to this people - Their misery is increased instead of being diminished. Neither hast thou delivered thy people at all - The marginal reading is both literal and correct: And delivering thou hast not delivered. Thou hast begun the work by giving us counsels and a commission, but thou hast not brought the people from under their bondage. Thou hast signified thy pleasure relative to their deliverance, but thou hast not brought them out of…Read the comment

- Matthew Henry Concise Commentary · v. 10-23Verses 10-23 The Egyptian task-masters were very severe. See what need we have to pray that we may be delivered from wicked men. The head-workmen justly complained to Pharaoh: but he taunted them. The malice of Satan has often represented the service and worship of God, as fit employment only for those who have nothing else to do, and the business only of the idle; whereas, it is the duty of those who are most busy in the world. Those who are diligent in…Read the comment
- Tyndale Open Study Notes · v. 22-23This moment was a turning point. After the first strong response of hope (4:29–31), the promise of rescue led to doubt and anger. The people faced even harsher oppression than before. Moses, who was called to rescue them, also began to doubt. The situation tested his faith.Read the comment

This is the first time He is mentioned by that national appellation in Scripture. It seems to have been used by divine direction (Ex 4:2) and designed to put honor on the…Read the comment
