Context of Isaiah 49:13
11And I will make all my mountains a way, and my highways shall be exalted. 12Lo, these shall come from far; and, lo, these from the north and from the west; and these from the land of Sinim. Sing, O heavens; and be joyful, O earth; and break forth into singing, O mountains: for Jehovah hath comforted his people, and will have compassion upon his afflicted. 14But Zion said, Jehovah hath forsaken me, and the Lord hath forgotten me. 15Can a woman forget her sucking child, that she should not have compassion on the son of her womb? yea, these may forget, yet will not I forget thee.

- Barnes’ Notes on the Bible · v. 13Sing, O heavens - In view of the glorious truths stated in the previous verses, that kings should rise up, and princes worship; that the Messiah would be for a light to the Gentiles, and that the true religion would be extended to each of the four quarters of the globe. The idea in this verse is, that it was an occasion on which the heavens and the earth would have cause to exult together. It is common in Isaiah thus to interpose a song of praise on the…Read the comment
- Matthew Henry Concise Commentary · v. 13-17Verses 13-17 Let there be universal joy, for God will have mercy upon the afflicted, because of his compassion; upon his afflicted, because of his covenant.
