Context of Psalms 69:23
21They (self-righteous hypocrites) also gave me gall [poisonous and bitter] for my food, And for my thirst they gave me vinegar to drink. 22May their table [with all its abundance and luxury] become a snare [to them]; And when they are in peace [secure at their sacrificial feasts], may it become a trap. May their eyes be dimmed so that they cannot see, And make their loins shake continually [in terror and weakness]. 24Pour out Your indignation on them, And let [the fierceness of] Your burning anger overtake them. 25May their encampment be desolate; May no one dwell in their tents.

- Matthew Henry Concise Commentary · v. 22-29Verses 22-29 These are prophecies of the destruction of Christ's persecutors. Verses #(22-23), are applied to the judgments of God upon the unbelieving Jews, in Ro 11:9, 10. When the supports of life and delights of sense, through the corruption of our nature, are made the food and fuel of sin, then our table is a snare. Their sin was, that they would not see, but shut their eyes against the light, loving darkness rather; their punishment was, that they…Read the comment

With unimportant verbal changes, this language is used by Paul to describe the rejection of the Jews who refused to receive the Saviour (Ro 11:9, 10). The purport of the figures used is that blessings shall become curses, the "table" of joy (as one of food) a "snare," their welfare--literally, "peaceful condition," or security, a "trap."
