Context of Psalms 108:9
7God has spoken in His holiness: “I will rejoice, I will portion out Shechem [as I divide Canaan among My people], And measure out the Valley of Succoth. 8Gilead is Mine, Manasseh is Mine; Ephraim also is the helmet of My head [My stronghold, My defense]; Judah is My scepter. Moab is My washbowl; Over Edom I will throw My shoe [to show Edom is Mine]; Over Philistia I will shout [in triumph].” 10Who will bring me into the fortified city [of Petra]? Who will lead me to Edom? 11Have You not rejected us, O God? And will You not go out, O God, with our armies?

- Barnes’ Notes on the Bible · v. 9Moab - This is fallen from Psalm 60:8. The only change is in the close of the verse. Instead of “Plilistia, triumph thou because of me” Psalm 60:8, it is here, “Over Philistia will I triumph.” Why the change was made is unknown.Read the comment
