Context of Psalms 106:23
21They forgot God their Savior, Who had done such great things in Egypt, 22Wonders in the land of Ham, Awesome things at the Red Sea. Therefore He said He would destroy them, [And He would have done so] had not Moses, His chosen one, stepped into the gap before Him, To turn away His wrath from destroying them. 24Then they despised the pleasant land [of Canaan]; They did not believe in His word nor rely on it, 25But they sulked and complained in their tents; They did not listen to the voice of the Lord.

- Adam Clarke Bible Commentary · v. 23Moses his chosen - Or elect; (Vulgate, electus ejus; Septuagint, ̔ ); the person that he had appointed for this work. It would be very difficult to show that this word in any part of the Old Testament refers to the eternal state of any man, much less to the doctrine of unconditional election and reprobation.Read the comment
- Barnes’ Notes on the Bible · v. 23Therefore he said that he would destroy them - See Exodus 32:10-14. He threatened to destroy them, and he would have done it, if Moses had not interposed and pleaded for them. There was nothing strange or very unusual in this.
