Context of Micah 7:10
8Do not rejoice over me [amid my tragedies], O my enemy! Though I fall, I will rise; Though I sit in the darkness [of distress], the Lord is a light for me. 9I will bear the indignation and wrath of the Lord Because I have sinned against Him, Until He pleads my case and executes judgment for me. He will bring me out to the light, And I will behold His [amazing] righteousness and His remarkable deliverance. Then my enemy [all the pagan nations] shall see it, And shame [for despising the Lord] will cover her who said to me, “Where is the Lord your God?” My eyes will look on her [with satisfaction at her judgment]; Now she (unbelievers) will be trampled down Like mud of the streets. 11It shall be a day for building your walls, On that day the boundary [of Israel] shall be [greatly] extended. 12It shall be a day when the Gentiles will come to you From Assyria and from the cities of Egypt, And from Egypt even to the river Euphrates, From sea to sea and from mountain to mountain.

- Adam Clarke Bible Commentary · v. 10Then she that is mine enemy - This may refer particularly to the city of Babylon. Shall she be trodden down - Literally fulfilled in the package of that city by the Persians, and its consequent total ruin. It became as mire; its walls, formed of brick kneaded with straw and baked in the sun, becoming exposed to the wet, dissolved, so that a vestige of the city remains not, except a few bricks digged from under the rubbish, several pieces of which now lie…Read the comment
- Barnes’ Notes on the Bible · v. 10Then - (And) she that is mine enemy shall see it, and shame shall cover her which said unto me, Where is He, He of whom thou boastest, the Lord thy God? The cause of her gladness then is, that the blasphemies of the enemy of God were to cease. This was the bitterest portion of her cup, that they said daily, “Where is now thy God? let Him come and save thee;” as though He could not, or as though He loved her not, and she vainly presumed on His help. Even…Read the comment
- Matthew Henry Concise Commentary · v. 8-13Verses 8-13 Those truly penitent for sin, will see great reason to be patient under affliction. When we complain to the Lord of the badness of the times, we ought to complain against ourselves for the badness of our hearts. We must depend upon God to work deliverance for us in due time. We must not only look to him, but look for him. In our greatest distresses, we shall see no reason to despair of salvation, if by faith we look to the Lord as the God of…Read the comment
- Tyndale Open Study Notes · v. 10Where is the LORD your God?: This question was spoken as a taunt. It mocked God and those who trusted in him. God had promised that he would always be with his people and their leaders (Genesis 46:3–4; Exodus 3:12). These taunts dishonored God’s name. Because of this, God would act to defend his honor and show his faithfulness (compare Ezekiel 20:9; 36:19–26).Read the comment

If He be "thy God," as thou sayest, let Him come now and deliver thee. So as to Israel's representative, Messiah (Mt 27:43). mine eyes shall behold her--a just retribution in kind upon the foe who had said, "Let our eye look upon Zion."
