Context of Jeremiah 51:7
5For neither Israel nor Judah has been abandoned By his God, the Lord of hosts, Though their land is full of sin and guilt Before the Holy One of Israel. 6Flee out of Babylon, Let every one of you save his life! Do not be destroyed in her punishment, For this is the time of the Lord’s vengeance; He is going to pay her what she has earned. Babylon has been a golden cup in the Lord’s hand, Intoxicating all the earth. The nations drank her wine; Therefore the nations have gone mad. 8Babylon has suddenly fallen and is shattered! Wail for her [if you care to]! Get balm for her [incurable] pain; Perhaps she may be healed. 9We would have healed Babylon, but she was not to be healed. Abandon her and let each [captive] return to his own country, For her guilt and judgment have reached to heaven And are lifted up to the very skies.

- Barnes’ Notes on the Bible · v. 7Literally, “A golden cup is Babel in the hand of Yahweh, intoxicating the whole earth.” Jeremiah beholds her in her splendor, but the wine whereof she makes the nations drink is the wrath of God. As God‘s hammer Jeremiah 50:23, Babylon was strong: as His cup of gold, she was rich and beautiful, but neither saves her from ruin.Read the comment
- Tyndale Open Study Notes · v. 7Babylon was like a gold cup, a symbol of great power and wealth. The Lord used it to rule every nation in the ancient Near East. The nations drank her wine: All those nations suffered greatly under Babylon’s control.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 77. Babylon is compared to a cup, because she was the vessel in the hand of God, to make drunken with His vengeance the other peoples (Jr 13:12; 25:15, 16). Compare as to spiritual Babylon, Re 14:8; 17:4. The cup is termed "golden," to express the splendor and opulence of Babylon; whence also in the image seen by Nebuchadnezzar (Da 2:38) the head representing Babylon is of gold (compare Is 14:4).Read the comment
