Context of Genesis 32:28
26Then He said, “Let Me go, for day is breaking.” But Jacob said, “I will not let You go unless You declare a blessing on me.” 27So He asked him, “What is your name?” And he said, “Jacob.” And He said, “Your name shall no longer be Jacob, but Israel; for you have struggled with God and with men and have prevailed.” 29Then Jacob asked Him, “Please tell me Your name.” But He said, “Why is it that you ask My name?” And He declared a blessing [of the covenant promises] on Jacob there. 30So Jacob named the place Peniel (the face of God), saying, “For I have seen God face to face, yet my life has not been snatched away.”
