Context of Revelation 11:9
7When they have finished their testimony, the beast that rises from the abyss will make war on them, and overcome them and kill them. 8And their corpses will lie in the open street of the great city that figuratively is called Sodom and Egypt—where also their Lord was crucified. Some from the peoples and tribes and tongues and nations will look at their corpses for three and a half days, not allowing them to be placed into a grave. 10Those who dwell on the earth will rejoice over them. They will celebrate and send gifts to one another, because these two prophets tormented those who dwell on the earth. 11But after the three and a half days, the breath of life from God entered them, and they stood up on their feet; and great fear fell on those who were watching them.

- Adam Clarke Bible Commentary · v. 9Shall not suffer their dead bodies to be put in graves - They shall be treated with the greatest barbarity. Refusal of burial to the dead was allowed to be the sum of brutality and cruelty. In popish lands they will not suffer a Protestant to have Christian burial, or to have a grave in a churchyard! - Barnes’ Notes on the Bible · v. 9And they of the people - Some of the people; a part of the people - ̓ ͂ ͂ ek tōn laōnThe language is such as would be employed to describe a scene where a considerable portion of a company of people should be referred to, without intending to include all. The essential idea is, that there would be an assemblage of different classes of people to whom their carcasses would be exposed, and that they would come and look upon them. - Matthew Henry Concise Commentary · v. 3-13Verses 3-13 In the time of treading down, God kept his faithful witnesses to attest the truth of his word and worship, and the excellence of his ways, The number of these witnesses is small, yet enough.
