Context of Nehemiah 8:10
8They read from the Torah scroll of God, distinctly explaining it and giving insight. Thus they understood what was read. 9Then Nehemiah the governor, Ezra the kohen-scribe, and the Levites who were teaching the people said to all the people, “Today is kadosh to Adonai your God. Do not mourn or weep!” For all the people had been weeping when they heard the words of the Torah. So he said to them, “Go! Eat choice food, drink sweet drinks, and send portions to those who have nothing ready. For today is kadosh to our Lord. Do not grieve, for the joy of Adonai is your strength.” 11Then the Levites quieted all the people, saying, “Hush! For today is kadosh. Do not grieve.” 12So all the people departed to eat and drink, to send portions and to celebrate with great joy, because they came to understand the words that were explained to them.

- Adam Clarke Bible Commentary · v. 10Eat the fat, and drink the sweet - Eat and drink the best that you have; and while ye are feeding yourselves in the fear of the Lord, remember those who cannot feast; and send portions to them, that the joy and the thanksgiving may be general. Let the poor have reason to rejoice as well as you. - Barnes’ Notes on the Bible · v. 10The “sending of portions” to the poor is not distinctly mentioned in any but the later historical Scriptures (compare the margin reference). The practice naturally grew out of this injunction of the Law Deuteronomy 16:11, Deuteronomy 16:14.Read the comment
- Matthew Henry Concise Commentary · v. 9-12Verses 9-12 It was a good sign that their hearts were tender, when they heard the words of the law. The people were to send portions to those for whom nothing was prepared. It is the duty of a religious feast, as well as of a religious fast, to draw out the soul to the hungry; God's bounty should make us bountiful. We must not only give to those that offer themselves, but send to those out of sight. Their strength consisted in joy in the Lord. The better…Read the comment

This day is holy unto the Lord ... mourn not, nor weep--A deep sense of their national sins, impressively brought to their remembrance by the reading of the law and its denunciations, affected the hearts of the people with penitential sorrow. But notwithstanding the painful remembrances of their national sins which the reading of the law awakened, the people were exhorted to cherish the feelings of joy and thankfulness associated with a sacred…Read the comment
