Context of Leviticus 24:14
12They put him in custody, until the will of Adonai could be declared to them. 13Then Adonai spoke to Moses, saying: “Bring the one who cursed, out of the camp, and let all who heard him lay their hands on his head, and have the entire congregation stone him. 15“Then you will speak to Bnei-Yisrael, saying: Whoever curses his God will bear his sin. 16Whoever blasphemes the Name of Adonai must surely be put to death. The whole congregation must stone him. The outsider as well as the native-born, when he blasphemes the Name, is to be put to death.

- Adam Clarke Bible Commentary · v. 14Lay their hands upon his head - It was by this ceremony that the people who heard him curse bore their public testimony in order to his being fully convicted, for without this his punishment would not have been lawful. By this ceremony also they in effect said to the man, Thy blood be upon thy own head.Read the comment

- Matthew Henry Concise Commentary · v. 10-23Verses 10-23 This offender was the son of an Egyptian father, and an Israelitish mother. The notice of his parents shows the common ill effect of mixed marriages. A standing law for the stoning of blasphemers was made upon this occasion. Great stress is laid upon this law. It extends to the strangers among them, as well as to those born in the land. Strangers, as well as native Israelites, should be entitled to the benefit of the law, so as not to suffer…Read the comment
- Tyndale Open Study Notes · v. 14Those who heard someone curse against God had to lay their hands on his head. This act showed their innocence by symbolically transferring the guilt (see Leviticus 16:21). It also showed their willingness to take responsibility for the person's death. A single witness was not enough to sentence someone to death (see Numbers 35:30; Deuteronomy 17:2–7; Matthew 18:16; 2 Corinthians 13:1; 1 Timothy 5:19; Hebrews 10:28).Read the comment
