Context of Leviticus 24:14
12And they confined him, that they might decide at the mouth of Jehovah. 13And Jehovah spoke to Moses, saying, Lead the reviler outside the camp; and all that heard [him] shall lay their hands upon his head, and the whole assembly shall stone him. 15And thou shalt speak unto the children of Israel, saying, Every one when he revileth his God shall bear his sin. 16And he that blasphemeth the name of Jehovah shall certainly be put to death; all the assembly shall certainly stone him; as well the stranger as he that is home-born, when he blasphemeth the Name, shall be put to death.

Commentaries on Leviticus 24:14
- Adam Clarke Bible Commentary · v. 14Lay their hands upon his head - It was by this ceremony that the people who heard him curse bore their public testimony in order to his being fully convicted, for without this his punishment would not have been lawful. By this ceremony also they in effect said to the man, Thy blood be upon thy own head.Read the comment
- Barnes’ Notes on the Bible · v. 14Lay their hands upon his head - As a protest against the impiety of the criminal, symbolically laying the guilt upon his head. Compare the washing of hands, Deuteronomy 21:6; Matthew 27:24. Let all the congregation stone him - See Leviticus 20:2 note.Read the comment
- Matthew Henry Concise Commentary · v. 10-23Verses 10-23 This offender was the son of an Egyptian father, and an Israelitish mother. The notice of his parents shows the common ill effect of mixed marriages. A standing law for the stoning of blasphemers was made upon this occasion. Great stress is laid upon this law. It extends to the strangers among them, as well as to those born in the land. Strangers, as well as native Israelites, should be entitled to the benefit of the law, so as not to suffer…Read the comment

This act showed their innocence by symbolically transferring the guilt (see Leviticus 16:21). It also showed their willingness to take responsibility for the person's death. A single witness was not enough to sentence someone to death (see Numbers 35:30; Deuteronomy 17:2–7; Matthew 18:16; 2 Corinthians 13:1; 1 Timothy 5:19; Hebrews 10:28).Read the comment
