Context of Judges 21:12
10So the congregation sent 12,000 valiant warriors there, and commanded them saying, “Go and strike the inhabitants of Jabesh-gilead with the edge of the sword, with the women and the little ones. 11Now this is the thing that you will do: you are to utterly destroy every male and every woman who has lain with a man.” So they found among the inhabitants of Jabesh-gilead 400 young virgins who had not known man by lying with him. They brought them to the camp at Shiloh, which is in the land of Canaan. 13Then the whole congregation sent and spoke to the children of Benjamin who were in the rock of Rimmon, and proclaimed shalom to them. 14When Benjamin returned at that time, they gave them the women whom they had spared from the women of Jabesh-gilead. Yet they were not enough for them.

- Barnes’ Notes on the Bible · v. 12To Shiloh - Whither, as the usual place of meeting for the national assembly, the Israelites had moved from Bethel (a distance of about 10 miles), during the expedition of the 12,000 to Jabesh-Gilead.Read the comment
- Tyndale Open Study Notes · v. 1-25These two epilogues (Judges 17–18 and 19–21) show that inspired but unstructured leadership cannot last. As society moved toward chaos and civil war, the phrase, In those days there was no king in Israel appears four times. The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-152-5. the people came to the house of God, ... and lifted up their voices, and wept sore--The characteristic fickleness of the Israelites was not long in being displayed; for scarcely had they cooled from the fierceness of their sanguinary vengeance, than they began to relent and rushed to the opposite extreme of self-accusation and grief at the desolation which their impetuous zeal had produced. Their victory saddened and humbled them. Their feelings on…Read the comment
