Context of Judges 21:12
10And the congregation sent twelve thousand of the most courageous men there, and commanded them saying, “Go and strike the inhabitants of Jabesh-gilead with the sword, including the women and the children. 11And this is the thing that you shall do; you shall utterly destroy every male and every woman who is not a virgin.” And they found among the inhabitants of Jabesh-gilead four hundred young virgins who had not known a man intimately; and they brought them to the camp at Shiloh, which is in the land of Canaan. 13Then the whole congregation sent word to the [surviving] sons of Benjamin who were at the rock of Rimmon, and proclaimed peace to them. 14So [the survivors of] Benjamin returned at that time, and they gave them the women whom they had kept alive from the women of Jabesh-gilead; but there were not enough [to provide wives] for them.

- Barnes’ Notes on the Bible · v. 12To Shiloh - Whither, as the usual place of meeting for the national assembly, the Israelites had moved from Bethel (a distance of about 10 miles), during the expedition of the 12,000 to Jabesh-Gilead.Read the comment
- Tyndale Open Study Notes · v. 1-25These two epilogues (Judges 17–18 and 19–21) show that inspired but unstructured leadership cannot last. As society moved toward chaos and civil war, the phrase, In those days there was no king in Israel appears four times. The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-152-5. the people came to the house of God, ... and lifted up their voices, and wept sore--The characteristic fickleness of the Israelites was not long in being displayed; for scarcely had they cooled from the fierceness of their sanguinary vengeance, than they began to relent and rushed to the opposite extreme of self-accusation and grief at the desolation which their impetuous zeal had produced. Their victory saddened and humbled them. Their feelings on…Read the comment
