Context of Joshua 21:43
41The total of the towns of the Levites within the holdings of Bnei-Yisrael was 48 towns with their pastures. 42Each of these towns had its own pastures; so it was for all these towns. So Adonai gave to Israel the entire land that He had sworn to give to their fathers. They took possession and settled in it. 44Then Adonai gave them rest on all sides, just as He had sworn to their fathers. Not one man of all their enemies withstood them, for Adonai gave all their enemies into their hand. 45Not one good thing that Adonai had promised to the house of Israel failed. All came to pass.

- Adam Clarke Bible Commentary · v. 43And the Lord gave - all the land which he sware - All was now divided by lot unto them, and their enemies were so completely discomfited that there was not a single army of the Canaanites remaining to make head against them; and those which were left in the land served under tribute, and the tribute that they paid was the amplest proof of their complete subjugation. Add to this, they had as much of the land in actual possession as they could occupy; and…Read the comment
- Barnes’ Notes on the Bible · v. 43-45Verses 43-45 There is no real inconsistency between the declarations of these verses and the fact that the Israelites had not as yet possessed themselves of all the cities allotted to the various tribes Numbers 34:1-12. God had fulfilled all His part of the covenant. It was no part of His purpose that the native population should be annihilated suddenly Deuteronomy 7:22; but they were delivered into the hand of Israel, and their complete dispossession…Read the comment
- Matthew Henry Concise Commentary · v. 43-45Verses 43-45 God promised to give to the seed of Abraham the land of Canaan for a possession, and now they possessed it, and dwelt therein. And the promise of the heavenly Canaan is as sure to all God's spiritual Israel; for it is the promise of Him that cannot lie. There stood not a man before them. The after-prevalence of the Canaanites was the effect of Israel's slothfulness, and the punishment of their sinful inclination to the idolatries and…Read the comment

The tribal allowances made the covenant of the Israelites with God real. It showed the fulfillment of God's promise to Abraham, Isaac, and Jacob. Since God owned the land, giving it to the tribes was a gift. God gave them the land to live in and guided its distribution. In these lists of tribal allowances, the author describes some borders…Read the comment
