Context of Joshua 21:43
41The Levites received 48 towns in the land of the Israelite people. 42Each of these towns had its own fields round it, for animals to eat the grass. That is how the Lord gave the land to all the Israelite people. He had promised their ancestors that he would give the land to them. They took it from the people who had lived there, and then they lived there themselves. 44The Lord let them live there safely, as he had promised to their ancestors. The Lord made them stronger than their enemies, so nobody could attack them. 45The Lord did all the good things that he had promised to do for the people of Israel. He did not fail to do anything that he had promised.

- Adam Clarke Bible Commentary · v. 43And the Lord gave - all the land which he sware - All was now divided by lot unto them, and their enemies were so completely discomfited that there was not a single army of the Canaanites remaining to make head against them; and those which were left in the land served under tribute, and the tribute that they paid was the amplest proof of their complete subjugation. Add to this, they had as much of the land in actual possession as they could occupy; and…Read the comment
- Barnes’ Notes on the Bible · v. 43-45Verses 43-45 There is no real inconsistency between the declarations of these verses and the fact that the Israelites had not as yet possessed themselves of all the cities allotted to the various tribes Numbers 34:1-12. God had fulfilled all His part of the covenant. It was no part of His purpose that the native population should be annihilated suddenly Deuteronomy 7:22; but they were delivered into the hand of Israel, and their complete dispossession…Read the comment

And the promise of the heavenly Canaan is as sure to all God's spiritual Israel; for it is the promise of Him that cannot lie. There stood not a man before them. - Tyndale Open Study Notes · v. 1-45As he had promised, God brought Israel into the land. Joshua then focused on dividing the land among Israel's tribes. Since God owned the land, giving it to the tribes was a gift. God gave them the land to live in and guided its distribution.
