Context of Deuteronomy 30:4
2and you return to Adonai your God and listen to His voice according to all that I am commanding you today—you and your children—with all your heart and with all your soul, 3then Adonai your God will bring you back from captivity and have compassion on you, and He will return and gather you from all the peoples where Adonai your God has scattered you. Even if your outcasts are at the ends of the heavens, from there Adonai your God will gather you, and from there He will bring you. 5Adonai your God will bring you into the land that your fathers possessed, and you will possess it; and He will do you good and multiply you more than your fathers. 6Also Adonai your God will circumcise your heart and the heart of your descendants—to love Adonai your God with all your heart and with all your soul, in order that you may live.

The closing words of the address therefore are words of comfort and promise. Compare marginal reference and Deuteronomy 4:29 ff; 1 Kings 8:46-50. The chastisements of God would lead the nation to repent, and thereupon God would again bless them. Deuteronomy 30:3 Will turn thy captivity - Will change or put an end to thy state…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1-101-10. when all these things are come upon thee, ... and thou shalt return ... then the Lord thy God will turn thy captivity--The hopes of the Hebrew people are ardently directed to this promise, and they confidently expect that God, commiserating their forlorn and fallen condition, will yet rescue them from all the evils of their long dispersion. They do not consider the promise as fulfilled by their restoration from the captivity in Babylon, for Israel…Read the comment
