Context of Deuteronomy 30:2
1“Now when all these things come upon you—the blessing and the curse that I have set before you—and you take them to heart in all the nations where Adonai your God has banished you, and you return to Adonai your God and listen to His voice according to all that I am commanding you today—you and your children—with all your heart and with all your soul, 3then Adonai your God will bring you back from captivity and have compassion on you, and He will return and gather you from all the peoples where Adonai your God has scattered you. 4Even if your outcasts are at the ends of the heavens, from there Adonai your God will gather you, and from there He will bring you.

Commentaries on Deuteronomy 30:2
- Barnes’ Notes on the Bible · v. 1-10Verses 1-10 The rejection of Israel and the desolation of the promised inheritance were not to be the end of God‘s dispensations. The closing words of the address therefore are words of comfort and promise. Compare marginal reference and Deuteronomy 4:29 ff; 1 Kings 8:46-50. The chastisements of God would lead the nation to repent, and thereupon God would again bless them. Deuteronomy 30:3 Will turn thy captivity - Will change or put an end to thy state…Read the comment
- Tyndale Open Study Notes · v. 2-3with all your heart and all your soul: These words reflect the teaching found in the Shema (Israel’s great statement of covenant faith and commitment). The Shema calls Israel to love the Lord fully and faithfully (compare 6:4). To receive God’s forgiveness and return to the land, the people had to obey the covenant. Obedience was required before restoration could take place.Read the comment

They do not consider the promise as fulfilled by their restoration from the captivity in Babylon, for Israel…Read the comment
