Context of Deuteronomy 19:8
6Otherwise if the way is long, the avenger of the blood, while his heart is hot, may chase the manslayer, catch up to him and strike him dead. Yet no death sentence is on him, since he did not hate him in the past. 7Therefore I am commanding you—set apart three cities for yourself. “Suppose Adonai your God enlarges your territory, as He has sworn to your fathers, and He gives you all the land that He promised to give to your fathers— 9when you take care to do all this mitzvah that I am commanding you today, to love Adonai your God and to always walk in His ways. Then you are to add three more cities for yourself, besides these three. 10Then innocent blood will not be shed within your land that Adonai your God is giving you as an inheritance, and there would be blood upon you.

Commentaries on Deuteronomy 19:8
- Barnes’ Notes on the Bible · v. 1-13Verses 1-13 This and the next two chapters contain enactments designed to protect human life, and to impress its sanctity on Israel. In Deuteronomy 19:1-13 the directions respecting the preparation of the roads to the cities of refuge, the provision of additional cities in case of an extension of territory, and the intervention of the elders as representing the congregation, are unique to Deuteronomy and supplementary to the laws on the same subject given…Read the comment
- Tyndale Open Study Notes · v. 1-13Cities of refuge were placed in different parts of the land (19:2). They were located carefully so people could reach them easily. A person accused of killing someone could run to one of these cities for protection. There, the person would be safe until a fair trial took place (see 4:41; Numbers 35:6–29).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-98-9. And if the Lord thy God enlarge thy coast--Three additional sanctuaries were to be established in the event of their territory extending over the country from Hermon and Gilead to the Euphrates (see Ge 15:18; Ex 23:31). But it was obscurely hinted that this last provision would never be carried into effect, as the Israelites would not fulfil the conditions, namely, "that of keeping the commandments, to love the Lord, and walk ever in his ways."
