Context of Deuteronomy 19:8
6Otherwise, in a rage the relative who has the authority to avenge the death will pursue him. If the place is too far away, the relative may catch up with him and take his life even though he didn’t deserve the death penalty, because in the past he never hated the person he killed. 7This is why I’m commanding you to set aside three cities for yourselves. The Lord your God may expand your country’s borders as he promised your ancestors with an oath. He may give you the whole land he promised to give them. 9He may do this because you faithfully obey all these commands I am now giving you—to love the Lord your God and follow his directions as long as you live. If this happens, you may add three more cities of refuge to these three. 10That way, innocent people won’t be killed in the land that the Lord your God is giving you, and you won’t be guilty of murder.

- Barnes’ Notes on the Bible · v. 1-13Verses 1-13 This and the next two chapters contain enactments designed to protect human life, and to impress its sanctity on Israel. In Deuteronomy 19:1-13 the directions respecting the preparation of the roads to the cities of refuge, the provision of additional cities in case of an extension of territory, and the intervention of the elders as representing the congregation, are unique to Deuteronomy and supplementary to the laws on the same subject given…Read the comment

And if the Lord thy God enlarge thy coast--Three additional sanctuaries were to be established in the event of their territory extending over the country from Hermon and Gilead to the Euphrates (see Ge 15:18; Ex 23:31). But it was obscurely hinted that this last provision would never be carried into effect, as the Israelites would not fulfil the conditions, namely, "that of keeping the commandments, to love the Lord, and walk ever in his ways."
