Context of Deuteronomy 19:8
6If there was no safe city near enough, the killer might not escape safely. The dead person's relative might chase him, catch him and kill him. But the killer did not deserve to die. He had made a mistake. He had killed someone that he did not already hate. 7So I command you to choose three cities to be safe cities for yourselves. The Lord your God promised your ancestors to give you more land to live in. When all that land belongs to you, 9you must continue to obey all the commands that I am giving you today. You must continue to love the Lord your God and live in a way that pleases him. Then, when your land becomes bigger, you must choose three more cities to be safe cities. 10You must not punish with death people who are not guilty. That would make you guilty yourselves. That must not happen in the land that the Lord your God is giving you.

Commentaries on Deuteronomy 19:8
- Barnes’ Notes on the Bible · v. 1-13Verses 1-13 This and the next two chapters contain enactments designed to protect human life, and to impress its sanctity on Israel. In Deuteronomy 19:1-13 the directions respecting the preparation of the roads to the cities of refuge, the provision of additional cities in case of an extension of territory, and the intervention of the elders as representing the congregation, are unique to Deuteronomy and supplementary to the laws on the same subject given…Read the comment
- Tyndale Open Study Notes · v. 1-13Cities of refuge were placed in different parts of the land (19:2). They were located carefully so people could reach them easily. And if the Lord thy God enlarge thy coast--Three additional sanctuaries were to be established in the event of their territory extending over the country from Hermon and Gilead to the Euphrates (see Ge 15:18; Ex 23:31). But it was obscurely hinted that this last provision would never be carried into effect, as the Israelites would not fulfil the conditions, namely, "that of keeping the commandments, to love the Lord, and walk ever in his ways."
