Context of Deuteronomy 19:8
6“If the distance to the nearest city of refuge is too far, an enraged avenger might be able to chase down and kill the person who caused the death. Then the slayer would die unfairly, since he had never shown hostility toward the person who died. 7That is why I am commanding you to set aside three cities of refuge. “And if the Lord your God enlarges your territory, as he swore to your ancestors, and gives you all the land he promised them, 9you must designate three additional cities of refuge. (He will give you this land if you are careful to obey all the commands I have given you—if you always love the Lord your God and walk in his ways.) 10That way you will prevent the death of innocent people in the land the Lord your God is giving you as your special possession. You will not be held responsible for the death of innocent people.

Commentaries on Deuteronomy 19:8
- Barnes’ Notes on the Bible · v. 1-13Verses 1-13 This and the next two chapters contain enactments designed to protect human life, and to impress its sanctity on Israel. In Deuteronomy 19:1-13 the directions respecting the preparation of the roads to the cities of refuge, the provision of additional cities in case of an extension of territory, and the intervention of the elders as representing the congregation, are unique to Deuteronomy and supplementary to the laws on the same subject given…Read the comment
- Tyndale Open Study Notes · v. 1-13Cities of refuge were placed in different parts of the land (19:2). They were located carefully so people could reach them easily. A person accused of killing someone could run to one of these cities for protection. There, the person would be safe until a fair trial took place (see 4:41; Numbers 35:6–29).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-98-9. And if the Lord thy God enlarge thy coast--Three additional sanctuaries were to be established in the event of their territory extending over the country from Hermon and Gilead to the Euphrates (see Ge 15:18; Ex 23:31). But it was obscurely hinted that this last provision would never be carried into effect, as the Israelites would not fulfil the conditions, namely, "that of keeping the commandments, to love the Lord, and walk ever in his ways."
