Context of 2 Kings 12:5
3Now Jehoash did what was right in Adonai’s eyes all his days, just as Jehoiada the kohen instructed him. 4The high places, however, were not taken away. The people were still sacrificing and burning incense on the high places. Then Jehoash said to the kohanim, “All the money of the sacred donations brought to the House of Adonai—the money in exchange for each person’s valuation, as well as all the money that anyone’s heart prompts him to bring to the House of Adonai— 6let the kohanim receive it, each from one of the treasurers, so they may repair the damage to the House wherever any damage is found.” 7But by the twenty-third year of King Jehoash, the kohanim still had not repaired the damage to the House.

- Tyndale Open Study Notes · v. 4-8Joash ordered the collection of funds from the cities of Judah (2 Chronicles 24:5) for temple repairs. The money came from special Levitical taxes, a census tax (2 Chronicles 24:9), and voluntary donations. After some time, the priests still had not repaired the temple. So Joash took control of the project and assigned others to manage the repairs (see also study note on 2 Chronicles 24:4–8).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-182Ki 12:1-18. Jehoash Reigns Well while Jehoiada Lived. 2. Jehoash did that which was right in the sight of the Lord--so far as related to his outward actions and the policy of his government. But it is evident from the sequel of his history that the rectitude of his administration was owing more to the salutary influence of his preserver and tutor, Jehoiada, than to the honest and sincere dictates of his own mind.Read the comment
