Context of 2 Kings 11:18
16So they laid hands on her, and brought her to the horses’ entry of the royal palace, where she was put to death. 17Then Jehoiada cut a covenant between Adonai and the king and the people—that they would be Adonai’s people—and also between the king and the people. Next, all the people of the land went to the temple of Baal and tore it down. They broke his altars and his images into pieces thoroughly, and slew Mattan, the priest of Baal, before the altars. Moreover, the kohen appointed officers over the House of Adonai. 19Then he took the captains over hundreds, the Carites, the guard, and all the people of the land, and they brought the king down from the House of Adonai, and came by the way of the gate of the guards to the royal palace. So he sat on the royal throne. 20Then all the people of the land rejoiced, and the city was quiet—they had already slain Athaliah with the sword in the royal palace.

- Adam Clarke Bible Commentary · v. 18His altars and images brake they in pieces - It is probable that Athaliah had set up the worship of Baal in Judah, as Jezebel had done in Israel; or probably it had never been removed since the days of Solomon. It was no wonder that Jehoiada began his reform with this act, when we learn from 2 Chronicles 24:7, that the sons of Athaliah, that wicked woman, had broken up the house of God; and also all the dedicated things of the house of the Lord did they…Read the comment

The Phoenicians had fashioned images, besides their unfashioned pillar-idols. The priest appointed - The temple worship having been discontinued during Athaliah‘s rule, it…Read the comment
- Matthew Henry Concise Commentary · v. 17-21Verses 17-21 King and people would cleave most firmly to each other, when both had joined themselves to the Lord. It is well with a people, when all the changes that pass over them help to revive, strengthen, and advance the interests of religion among them. Covenants are of use, both to remind us of, and bind us to, the duties already binding on us. They immediately abolished idolatry; and, pursuant to the covenant with one another, they expressed mutual…Read the comment

Just as Jehu ended Baal worship in the northern kingdom (2 Kings 10:18–27), the people of Judah destroyed this pagan temple and executed its priest. Jehoiada placed guards at the temple to prevent attacks from Athaliah's followers and her false religion.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 17-1817-18. a covenant between the Lord and the king and the people--The covenant with the Lord was a renewal of the national covenant with Israel (Ex 19:1-24:18; "to be unto him a people of inheritance," De 4:6; 27:9). The covenant between the king and the people was the consequence of this, and by it the king bound himself to rule according to the divine law, while the people engaged to submit, to give him allegiance as the Lord's anointed.
