Context of Psalms 71:3
1In thee, O LORD, do I put my trust: let me never be put to confusion. 2Deliver me in thy righteousness, and cause me to escape: incline thy ear to me, and save me. Be thou my strong habitation, where I may continually resort: thou hast given commandment to save me; for thou art my rock and my fortress. 4Deliver me, O my God, from the hand of the wicked, from the hand of the unrighteous and cruel man. 5For thou art my hope, O Lord GOD: thou art my trust from my youth.

Be thou my rock of defense. Thou hast given commandment to save me - Thou hast determined my escape, and hast ordered thy angels to guard me. See Psalm 91:11, Psalm 91:12.Read the comment

In Psalm 31:2, this is, “Be thou my strong rock, for an house of defense to save me.” The idea is the same. See the notes at that passage, and compare the notes at Psalm 18:2.
