Context of Isaiah 28:17
15Because ye have said, We have made a covenant with death, and with hell are we in agreement; when the overflowing scourge shall pass through, it shall not reach us: for we have made lies our refuge, and under falsehood have we hid ourselves: 16Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste. Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place. 18And your covenant with death shall be broken, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it. 19From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

- Barnes’ Notes on the Bible · v. 17Judgment also will I lay to the line - The sense of this is, I will judge them according to the exact rule of law, as an architect frames everything according to the rule which he uses. In other words, there shall be no mercy intermingled. The line is used by a carpenter for measuring; the plummet consists of a piece of lead attached to a string, and is also used by carpenters to obtain a perpendicular line. A carpenter works exactly according to the…Read the comment

It is a tried stone, a chosen stone, approved of God, and never failed any who made trial of it.
