Context of Isaiah 14:7
5Yhwh hath broken the staff of the wicked, and the sceptre of the rulers. 6He who smote the people in wrath with a continual stroke, he that ruled the nations in anger, is persecuted, and none hindereth. The whole earth is at rest, and is quiet: they break forth into singing. 8Yea, the fir trees rejoice at thee, and the cedars of Lebanon, saying, Since thou art laid down, no feller is come up against us. 9Hell from beneath is moved for thee to meet thee at thy coming: it stirreth up the dead for thee, even all the chief ones of the earth; it hath raised up from their thrones all the kings of the nations.

Now that Babylon was fallen, and that those oppressions would cease, the world is represented as in peace and quietness. They break forth into singing - That is, the inhabitants of all the nations that were subject to Babylon now rejoice that they are released from its galling and oppressive yoke.Read the comment
- Tyndale Open Study Notes · v. 7-8The land and people will be peaceful and calm because the oppression has ended and the king of Babylon has died. All of creation will join in praise, able to sing again (see also Isaiah 42:11; 44:23; compare Romans 8:22).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 77. they--the once subject nations of the whole earth. Houbigant places the stop after "fir trees" (Is 14:8), "The very fir trees break forth," &c. But the parallelism is better in English Version.Read the comment
