Context of 2 Chronicles 19:8
6And said to the judges, Take heed what ye do: for ye judge not for man, but for Yhwh, who is with you in the judgment. 7Wherefore now let the fear of Yhwh be upon you; take heed and do it: for there is no iniquity with Yhwh our God, nor respect of persons, nor taking of gifts. Moreover in Jerusalem did Jehoshaphat set of the Levites, and of the priests, and of the chief of the fathers of Israel, for the judgment of Yhwh, and for controversies, when they returned to Jerusalem. 9And he charged them, saying, Thus shall ye do in the fear of Yhwh, faithfully, and with a perfect heart. 10And what cause soever shall come to you of your brethren that dwell in their cities, between blood and blood, between law and commandment, statutes and judgments, ye shall even warn them that they trespass not against Yhwh, and so wrath come upon you, and upon your brethren: this do, and ye shall not trespass.

- Adam Clarke Bible Commentary · v. 8And for controversies, when they returned to Jerusalem - Who were they that returned to Jerusalem? Some suppose that it means Jehoshaphat and his courtiers, who returned to Jerusalem after the expedition mentioned 2 Chronicles 19:4; : but if this were so, or if the text spoke of any person returning to Jerusalem, would not לירושלם lirushalem, To Jerusalem, and not the simple word ירושלם Yerushalem, without the preposition, be used? - Barnes’ Notes on the Bible · v. 8The “fathers of Israel” are the heads of families; the chief of the fathers” are the great patriarchal chiefs, the admitted heads of great houses or clans. They were now admitted to share in the judicial office which seems in David‘s time to have been confined to the Levites 1 Chronicles 23:4. For the judgment of the Lord, and for controversies - By the former are meant disputed cases concerning the performance of religious obligations. In “controversies”…Read the comment
- Tyndale Open Study Notes · v. 4-11In Jehoshaphat’s judicial reform, he appointed judges in the fortified towns (2 Chronicles 19:5) and a central court in Jerusalem (19:8). He urged all judges to think carefully and to judge with integrity and respect for the Lord. This meant they could not show favoritism or accept bribes, and they had to warn criminals not to sin against the Lord. The reform reinstated the law of Deuteronomy (Deuteronomy 16:18–17:13).Read the comment
