Context of Numbers 4:48
46So Moses, Aaron, and the leaders of Israel listed all the Levites by their clans and families. 47All the men between thirty and fifty years of age who were eligible for service in the Tabernacle and for its transportation numbered 8,580. 49When their names were recorded, as the Lord had commanded through Moses, each man was assigned his task and told what to carry. And so the registration was completed, just as the Lord had commanded Moses.

The least of the tribes had many more able men than the Levites: those who engage in the service of this world, are many more than those devoted to the service of God. That was confined to the males from a month old and upward, while this was extended to all capable of service in the three classes of the Levitical tribe.
