Context of Numbers 4:48
46So Moses, Aaron and the leaders of Israel counted all the Levites by their clans and families. 47All the men from thirty to fifty years of age who came to do the work of serving and carrying the tent of meeting numbered 8,580. 49At the Lord’s command through Moses, each was assigned his work and told what to carry. Thus they were counted, as the Lord commanded Moses.

The least of the tribes had many more able men than the Levites: those who engage in the service of this world, are many more than those devoted to the service of God. That was confined to the males from a month old and upward, while this was extended to all capable of service in the three classes of the Levitical tribe.
