Context of Numbers 18:28
26“Give these instructions to the Levites: When you receive from the people of Israel the tithes I have assigned as your allotment, give a tenth of the tithes you receive—a tithe of the tithe—to the Lord as a sacred offering. 27The Lord will consider this offering to be your harvest offering, as though it were the first grain from your own threshing floor or wine from your own winepress. You must present one-tenth of the tithe received from the Israelites as a sacred offering to the Lord. This is the Lord’s sacred portion, and you must present it to Aaron the priest. 29Be sure to give to the Lord the best portions of the gifts given to you. 30“Also, give these instructions to the Levites: When you present the best part as your offering, it will be considered as though it came from your own threshing floor or winepress.

Commentaries on Numbers 18:28
- Adam Clarke Bible Commentary · v. 28Thus ye also shall offer a heave-offering - As the Levites had the tithe of the whole land, they themselves were obliged to give the tithe of this tithe to the priests, so that this considerably lessened their revenue. And this tithe or tenth they were obliged to select from the best part of the substance they had received, Numbers 18:29, etc. A portion of all must be given to God, as an evidence of his goodness, and their dependence on him. See the end…Read the comment
- Matthew Henry Concise Commentary · v. 20-32Verses 20-32 As Israel was a people not to be numbered among the nations, so Levi was a tribe to be distinguished from the rest. Those who have God for their Inheritance and their Portion for ever, ought to look with holy contempt and indifference upon the possessions of this world. The Levites were to give God his dues out of their tithes, as well as the Israelites out of their increase. See, in ver. #(31), the way to have comfort in all our worldly…Read the comment
- Tyndale Open Study Notes · v. 25-32The Levites received a tithe (one-tenth) of the goods of the Israelites (18:24). However, they were not allowed to keep all of it. They also had to give a tithe of that tithe, which means one-tenth of the one-tenth. They gave this portion to the priests as their own harvest offering (18:27).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 21-3221-22. I have given the children of Levi all the tenth in Israel for an inheritance, for their service which they serve--Neither the priests nor the Levites were to possess any allotments of land but to depend entirely upon Him who liberally provided for them out of His own portion; and this law was subservient to many important purposes--such as that, being exempted from the cares and labors of worldly business, they might be exclusively devoted to His…Read the comment
