Context of Numbers 18:28
26“Speak to the Levites and tell them: ‘When you receive from the Israelites the tithe that I have given you as your inheritance, you must present part of it as an offering to the LORD—a tithe of the tithe. 27Your offering will be reckoned to you as grain from the threshing floor or juice from the winepress. So you are to present an offering to the LORD from all the tithes you receive from the Israelites, and from these you are to give the LORD’s offering to Aaron the priest. 29You must present the offering due the LORD from all the best of every gift, the holiest part of it.’ 30Therefore say to the Levites, ‘When you have presented the best part, it will be reckoned to you as the produce of the threshing floor or winepress.

Commentaries on Numbers 18:28
- Adam Clarke Bible Commentary · v. 28Thus ye also shall offer a heave-offering - As the Levites had the tithe of the whole land, they themselves were obliged to give the tithe of this tithe to the priests, so that this considerably lessened their revenue. And this tithe or tenth they were obliged to select from the best part of the substance they had received, Numbers 18:29, etc. A portion of all must be given to God, as an evidence of his goodness, and their dependence on him. See the end…Read the comment
- Matthew Henry Concise Commentary · v. 20-32Verses 20-32 As Israel was a people not to be numbered among the nations, so Levi was a tribe to be distinguished from the rest. Those who have God for their Inheritance and their Portion for ever, ought to look with holy contempt and indifference upon the possessions of this world. The Levites were to give God his dues out of their tithes, as well as the Israelites out of their increase. See, in ver. #(31), the way to have comfort in all our worldly…Read the comment
- Tyndale Open Study Notes · v. 25-32The Levites received a tithe (one-tenth) of the goods of the Israelites (18:24). However, they were not allowed to keep all of it. They also had to give a tithe of that tithe, which means one-tenth of the one-tenth. They gave this portion to the priests as their own harvest offering (18:27).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 21-3221-22. I have given the children of Levi all the tenth in Israel for an inheritance, for their service which they serve--Neither the priests nor the Levites were to possess any allotments of land but to depend entirely upon Him who liberally provided for them out of His own portion; and this law was subservient to many important purposes--such as that, being exempted from the cares and labors of worldly business, they might be exclusively devoted to His…Read the comment
