Context of Leviticus 6:5
3or you find lost property and lie about it, or you lie while swearing to tell the truth, or you commit any other such sin. 4If you have sinned in any of these ways, you are guilty. You must give back whatever you stole, or the money you took by extortion, or the security deposit, or the lost property you found, or anything obtained by swearing falsely. You must make restitution by paying the full price plus an additional 20 percent to the person you have harmed. On the same day you must present a guilt offering. 6As a guilt offering to the Lord, you must bring to the priest your own ram with no defects, or you may buy one of equal value. 7Through this process, the priest will purify you before the Lord, making you right with him, and you will be forgiven for any of these sins you have committed.”

- Adam Clarke Bible Commentary · v. 5All that about which he hath sworn falsely - This supposes the case of a man who, being convicted by his own conscience, comes forward and confesses his sin. - Tyndale Open Study Notes · v. 5The instructions for the guilt offering assumed a person's conscience would lead them to voluntary repayment. When replacement was voluntary, the extra charge for loss of use to the owner was always 20 percent. Penalties were more severe in other cases (compare Exodus 22:1–15). There is a clear difference between voluntary confession and admitting sin only after being caught.Read the comment

If a soul sin, and commit a trespass against the Lord--This law, the record of which should have been joined with the previous chapter, was given concerning things stolen, fraudulently gotten, or wrongfully kept. The offender was enjoined to make restitution of the articles to the rightful owner, along with a fifth part out of his own possessions.
