Context of Leviticus 6:5
3or if he has found what was lost and lies concerning it, and swears falsely—in any one of these things that a man may do in which he sins: 4then it shall be, because he has sinned and is guilty, that he shall restore what he has stolen, or the thing which he has extorted, or what was delivered to him for safekeeping, or the lost thing which he found, or all that about which he has sworn falsely. He shall restore its full value, add one-fifth more to it, and give it to whomever it belongs, on the day of his trespass offering. 6And he shall bring his trespass offering to the Lord, a ram without blemish from the flock, with your valuation, as a trespass offering, to the priest. 7So the priest shall make atonement for him before the Lord, and he shall be forgiven for any one of these things that he may have done in which he trespasses.”

- Adam Clarke Bible Commentary · v. 5All that about which he hath sworn falsely - This supposes the case of a man who, being convicted by his own conscience, comes forward and confesses his sin. - Tyndale Open Study Notes · v. 5The instructions for the guilt offering assumed a person's conscience would lead them to voluntary repayment. When replacement was voluntary, the extra charge for loss of use to the owner was always 20 percent. Penalties were more severe in other cases (compare Exodus 22:1–15). There is a clear difference between voluntary confession and admitting sin only after being caught.Read the comment

The offender was enjoined to make restitution of the articles to the rightful owner, along with a fifth part out of his own possessions.
