Context of Judges 11:5
3So Jephthah fled from his brothers and lived in the land of Tob. Soon he had a band of worthless rebels following him. 4At about this time, the Ammonites began their war against Israel. When the Ammonites attacked, the elders of Gilead sent for Jephthah in the land of Tob. 6The elders said, “Come and be our commander! Help us fight the Ammonites!” 7But Jephthah said to them, “Aren’t you the ones who hated me and drove me from my father’s house? Why do you come to me now when you’re in trouble?”

He gouged out the right eye of each of the Israelites living there, and he didn’t allow anyone to come and rescue them. In fact, of all the Israelites east of the Jordan, there wasn’t a single one whose right eye Nahash had not gouged out. Commentaries on Judges 11:5
- Tyndale Open Study Notes · v. 5-6These elders were different from Jephthah’s brothers, although Jephthah’s initial response (Judges 11:7) seems to treat them as the same group. They had promised (Judges 10:18) that whoever led the attack against the Ammonites would become the ruler. Here, in typical Middle Eastern bargaining style, they only offered the position of commander, trying to reduce their initial promise.Read the comment
