Context of Isaiah 13:9
7Every arm is paralyzed with fear. Every heart melts, 8and people are terrified. Pangs of anguish grip them, like those of a woman in labor. They look helplessly at one another, their faces aflame with fear. For see, the day of the Lord is coming— the terrible day of his fury and fierce anger. The land will be made desolate, and all the sinners destroyed with it. 10The heavens will be black above them; the stars will give no light. The sun will be dark when it rises, and the moon will provide no light. 11“I, the Lord, will punish the world for its evil and the wicked for their sin. I will crush the arrogance of the proud and humble the pride of the mighty.

- Barnes’ Notes on the Bible · v. 9The day of the Lord cometh - See Isaiah 13:6. Cruel - (אכזרי 'akezārı̂y ). This does not mean that “God” is cruel, but that the day of Yahweh‘ that was coming should be unsparing and destructive to them. It would be the exhibition of “justice,” but not of “cruelty;” and the word stands opposed here to mercy, and means that God would not spare them. The effect would be that the inhabitants of Babylon would be destroyed. Fierce anger - Hebrew, (חרון אף…Read the comment
- Matthew Henry Concise Commentary · v. 6-18Verses 6-18 We have here the terrible desolation of Babylon by the Medes and Persians. Those who in the day of their peace were proud, and haughty, and terrible, are quite dispirited when trouble comes. Their faces shall be scorched with the flame. All comfort and hope shall fail. The stars of heaven shall not give their light, the sun shall be darkened. Such expressions are often employed by the prophets, to describe the convulsions of governments. God…Read the comment
