Context of Isaiah 13:9
7Therefore all hands will be limp, Every man’s heart will melt, 8And they will be afraid. Pangs and sorrows will take hold of them; They will be in pain as a woman in childbirth; They will be amazed at one another; Their faces will be like flames. Behold, the day of the Lord comes, Cruel, with both wrath and fierce anger, To lay the land desolate; And He will destroy its sinners from it. 10For the stars of heaven and their constellations Will not give their light; The sun will be darkened in its going forth, And the moon will not cause its light to shine. 11“I will punish the world for its evil, And the wicked for their iniquity; I will halt the arrogance of the proud, And will lay low the haughtiness of the terrible.

- Barnes’ Notes on the Bible · v. 9The day of the Lord cometh - See Isaiah 13:6. Cruel - (אכזרי 'akezārı̂y ). This does not mean that “God” is cruel, but that the day of Yahweh‘ that was coming should be unsparing and destructive to them. It would be the exhibition of “justice,” but not of “cruelty;” and the word stands opposed here to mercy, and means that God would not spare them. The effect would be that the inhabitants of Babylon would be destroyed. Fierce anger - Hebrew, (חרון אף…Read the comment
- Matthew Henry Concise Commentary · v. 6-18Verses 6-18 We have here the terrible desolation of Babylon by the Medes and Persians. Those who in the day of their peace were proud, and haughty, and terrible, are quite dispirited when trouble comes. Their faces shall be scorched with the flame. All comfort and hope shall fail. The stars of heaven shall not give their light, the sun shall be darkened. Such expressions are often employed by the prophets, to describe the convulsions of governments. God…Read the comment
