Context of Isaiah 13:9
7For this reason all hands hang limp, every human heart loses its courage. 8They panic – cramps and pain seize hold of them like those of a woman who is straining to give birth. They look at one another in astonishment; their faces are flushed red. Look, the Lord’s day of judgment is coming; it is a day of cruelty and savage, raging anger, destroying the earth and annihilating its sinners. 10Indeed the stars in the sky and their constellations no longer give out their light; the sun is darkened as soon as it rises, and the moon does not shine. 11I will punish the world for its evil, and wicked people for their sin. I will put an end to the pride of the insolent, I will bring down the arrogance of tyrants.

- Barnes’ Notes on the Bible · v. 9The day of the Lord cometh - See Isaiah 13:6. Cruel - (אכזרי 'akezārı̂y ). This does not mean that “God” is cruel, but that the day of Yahweh‘ that was coming should be unsparing and destructive to them. It would be the exhibition of “justice,” but not of “cruelty;” and the word stands opposed here to mercy, and means that God would not spare them. The effect would be that the inhabitants of Babylon would be destroyed. Fierce anger - Hebrew, (חרון אף…Read the comment
- Matthew Henry Concise Commentary · v. 6-18Verses 6-18 We have here the terrible desolation of Babylon by the Medes and Persians. Those who in the day of their peace were proud, and haughty, and terrible, are quite dispirited when trouble comes. Their faces shall be scorched with the flame. All comfort and hope shall fail. The stars of heaven shall not give their light, the sun shall be darkened. Such expressions are often employed by the prophets, to describe the convulsions of governments. God…Read the comment
