Context of Exodus 7:2
1Then the Lord said to Moses, “Pay close attention to this. I will make you seem like God to Pharaoh, and your brother, Aaron, will be your prophet. Tell Aaron everything I command you, and Aaron must command Pharaoh to let the people of Israel leave his country. 3But I will make Pharaoh’s heart stubborn so I can multiply my miraculous signs and wonders in the land of Egypt. 4Even then Pharaoh will refuse to listen to you. So I will bring down my fist on Egypt. Then I will rescue my forces—my people, the Israelites—from the land of Egypt with great acts of judgment.

- Tyndale Open Study Notes · v. 1-7In this final scene before the rescue begins, the Lord again answered the fear that Moses had about not speaking well. God allowed Moses to speak through Aaron (see 4:16). Even so, Pharaoh would still refuse to listen. The outcome did not depend on the ability of Moses to speak. It depended on God’s power. Moses and Aaron obeyed God’s command. They acted in faith and went forward as he directed. The first crisis had now passed (see study note on 5:22–23) .Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-251. the Lord said unto Moses--He is here encouraged to wait again on the king--not, however, as formerly, in the attitude of a humble suppliant, but now armed with credentials as God's ambassador, and to make his demand in a tone and manner which no earthly monarch or court ever witnessed. I have made thee a god--"made," that is, set, appointed; "a god"; that is, he was to act in this business as God's representative, to act and speak in His name and to…Read the comment
